This article explains what happens when you use scope ordering or scopes are out of order.
In the RhinoDox proposal builder, you have the ability to set the order of the scopes as they appear in your bid. Next to each scope is an up and down arrow you can simply click to change order order. Once your order is setup, CLICK SAVE.
